In illustrator I drew the lines just like we do on paper or on a canvas. Those lines were saved as a file and this file I opened in photoshop. From this poin on I painted just like any other none virtual paint.
Base color, camouflage colors, shadows, brightness....
For me, the difference is just the medium.
I tell it so, because I already painted in oil using canvas, gouache on paper, airbrush... and the 2d digital way gives as much work as any technique I mentioned here.
The only thing that helps a lot is the CTRL+Z. It avoids you needing an extra paper as in fisical mode when you comeet some mistake 😉
